Cast on 3 stitches at the beginning of the next 2 rows (23 stitches)

Knit 5 rows

Cast off

Jumper

Sew shoulder and side seams

Knit 2 pieces

Cast on 12 stitches
Garter stitch for 3cm

Cast on 3 stitches at the beginning of the next 2 rows

Knit 5 rows cast off

 Cast off loosely

Sew up seam and thread ribbon through eyelet holes

cast on 24 stitches
knit 2 rows

change to stocking stitch until work measures 4cm

k2 tog across the row

leave a long tail and thread through stitches, pull tight and secure.
